Dear National Public Prosecution Authority,

Thank you for getting back to me.

I believe there may be a misunderstanding regarding the nature of my request.

I am not submitting an application for a Criminal Record Certificate, and I am not requesting assistance with an individual certificate application. Therefore, I do not have an application number to provide.

My request is an Access to Information request under Law No. 04/2013, seeking information about the existing procedure and administration of Criminal Record Certificate applications by people living abroad who do not have a valid Rwandan national ID or foreigner ID.

In particular, I am requesting information on:

1. The procedure or guidelines for such applications, including applications facilitated through Rwandan diplomatic missions;
2. The documents accepted to establish identity and previous residence in Rwanda where the applicant does not have a Rwandan or foreigner ID;
3. The respective roles of NPPA, Irembo and diplomatic missions;
4. Aggregate statistics on applications received, approved, rejected and pending in 2025 and January–July 2026;
5. Aggregate reasons for rejection or delay; and
6. The diplomatic missions currently able to process or assist with these applications.

I would therefore be grateful if the request could be reviewed as an Access to Information request, rather than as an individual application for a Criminal Record Certificate.

The initial request was submitted on 10 August 2026 via this email address.

If NPPA does not hold some or all of the requested information, I would appreciate an indication of which institution holds it, or the appropriate transfer/referral in accordance with the applicable access to information framework.

I remain happy to receive the requested information electronically.

Yours faithfully,

Kayiranga

Dear National Public Prosecution Authority,

I am following up again on my Access to Information request submitted on 10 August 2026 concerning the procedure for criminal-record certificate applications by people living abroad who do not hold a Rwandan national ID or foreigner ID.

To restate the nature of the request: this is a request for information under Law No. 04/2013 of 08/02/2013 relating to Access to Information, not an application for an individual Criminal Record Certificate, so there is no application number to provide. I confirmed this in my message of 21 September 2026.

To date I have not received the requested information, a decision, or an acknowledgement of that clarification. The period prescribed by Ministerial Order No. 007/07.01/13 of 27 December 2013 of a maximum of three (3) working days from the receipt of the application has long elapsed.

I would be grateful if the request could now be handled as an Access to Information request: either provide the requested procedural documents and statistics, issue a written decision stating the legal basis for withholding any part of them, or transfer the relevant part to the institution that holds it and inform me accordingly.

Yours faithfully,
Kayiranga
