Under Law No. 04/2013 relating to access to information, I request the following records concerning water supply in the City of Kigali between 1 and 31 July 2026:

1. The approved water-rationing schedules for Kigali, showing the dates, times and supply areas or neighbourhoods covered.

2. Records of water-supply interruptions by supply zone, including the recorded start time, restoration time and cause of each interruption.

3. Available records showing the estimated daily water demand for Kigali and the quantity supplied during the same period.

4. The operational plan approved to manage water shortages during the 2026 dry season, including planned interventions and expected implementation dates.

Please provide tabular information in a spreadsheet where available and other documents electronically in PDF format.

Where another institution holds any requested record, please transfer the relevant part of the request or identify the responsible institution. If any requested information cannot be disclosed, please provide the portion that can be disclosed and state the legal basis for withholding the remainder.

I am writing to follow up on my Access to Information request submitted on 10 August 2026 concerning water-rationing schedules and supply-interruption records for the City of Kigali during July 2026.

To date, I have not received a response or acknowledgement. The applicable period for responding to the request has now elapsed under Law No. 04/2013 of 08/02/2013 relating to Access to Information and the relevant regulations.

I would therefore be grateful if the Water and Sanitation Corporation could provide the requested information at its earliest convenience.

If any part of the requested information cannot be disclosed, I would appreciate a written explanation identifying the legal basis for withholding that information. Where only part of the information is exempt from disclosure, I would appreciate receiving the portions that can be disclosed.

Dear Water and Sanitation Corporation,

I am following up again on my Access to Information request submitted on 10 August 2026 concerning water-rationing schedules and supply-interruption records for the City of Kigali during July 2026.

I followed up on 21 September 2026 and have not received the requested information, a decision, or an acknowledgement.

The period prescribed by Ministerial Order No. 007/07.01/13 of 27 December 2013 of a maximum of three (3) working days from the receipt of the application has long elapsed.

Water-rationing schedules and interruption notices are operational information the Corporation already shares with the public, so I hope a response can be provided.

I would be grateful if the Water and Sanitation Corporation could provide the requested records, issue a written decision stating the legal basis for withholding any part of them, or transfer the relevant part to the appropriate institution and inform me accordingly.
