Legal basis and status of announced monitoring of “indecent behaviour”
Dear Rwanda National Police,
I am writing to request access to information pursuant to Law No. 04/2013 of 08/02/2013 Relating to Access to Information.
This request concerns statements made during the joint Rwanda National Police and Rwanda Investigation Bureau briefing of 8 August 2026 regarding increased monitoring of conduct described as “indecent behaviour”, including in entertainment venues and on social media platforms such as TikTok.
I respectfully request:
1. Status of the measure: Please indicate whether the announced monitoring is a specific planned or ongoing Police operation/programme, an expansion of an existing activity, or general enforcement and public sensitisation under existing Police responsibilities.
If a specific operation or programme exists, please provide its name, commencement date and scope.
2. Authorising or guiding records: Please provide copies of any existing directive, operational plan, circular, guideline, policy or other record establishing, approving or guiding the announced monitoring.
3. Legal basis and criteria: Please provide the legal provisions relied upon for enforcement against the conduct referred to in the announcement, together with any existing records defining or providing criteria for what Police considers “indecent behaviour” or similar conduct for enforcement purposes.
4. Implementation: If the announced activity is already being implemented, please provide any available aggregate records showing actions taken since 8 August 2026, such as warnings, venue inspections, arrests or cases referred for investigation.
If no specific new operation, programme or campaign has been established, please confirm that no such record is held and indicate whether the announcement concerned routine enforcement of existing law or public sensitisation.
I would prefer to receive the requested information electronically.
If any requested information cannot be disclosed, please provide the portion that can be disclosed and state the legal basis for withholding the remainder.
I look forward to receiving a response within the period prescribed by law (Law No. 04/2013 of 08/02/2013 Relating to Access to Information)
Yours faithfully,
Gaius KAYIRANGA
Dear Information Officer at Rwanda National Police,
I am writing to follow up on my Access to Information request submitted on 10 August 2026 concerning the legal basis and status of the announced monitoring of "indecent behaviour".
To date, I have not received a response or acknowledgement. Under Law No. 04/2013 of 08/02/2013 relating to Access to Information and Ministerial Order No. 007/07.01/13 of 27 December 2013, the applicable period for responding to an information request has now elapsed. The Order provides for a normal period of no more than three working days, with a limited extension procedure for particularly complex or voluminous requests.
I would therefore be grateful if Rwanda National Police could provide the requested information, in whole or in part, at its earliest convenience.
If any part of the request cannot be disclosed, I would appreciate a written explanation identifying the relevant legal basis for withholding that information, as provided for under the applicable access to information framework.
I remain happy to receive the requested information electronically.
Yours faithfully,
Kayiranga
Dear Information Officer at Rwanda National Police,
I am following up again on my Access to Information request submitted on 10 August 2026 concerning the legal basis and status of the announced monitoring of "indecent behaviour".
I followed up on 21 September 2026 and have not received a response or acknowledgement. The period prescribed by Ministerial Order No. 007/07.01/13 of 27 December 2013 of a maximum of three (3) working days from the receipt of the application has long elapsed.
I would be grateful if the Rwanda National Police could now either provide the requested records, issue a written decision stating the legal basis for withholding any part of them, or confirm that no such record is held. As noted in my original request, a confirmation that no specific new operation, programme or record exists would itself answer the request.
I remain happy to receive any response electronically.
Yours faithfully,
Kayiranga
