Dear City of Kigali,

I am writing to follow up on my Access to Information request submitted on 10 August 2026 concerning the status of neighbourhood road projects financed through resident contributions.

To date, I have not received the requested information or any further details. The applicable period for responding to the request has now elapsed under Law No. 04/2013 of 08/02/2013 relating to Access to Information and the relevant regulations.

I would therefore be grateful if the City of Kigali provide the requested information at its earliest convenience.

If any part of the requested information cannot be disclosed, I would appreciate a written explanation identifying the legal basis for withholding that information. Where only part of the information is exempt from disclosure, I would appreciate receiving the portions that can be disclosed.

I remain happy to receive the requested information electronically.

Yours faithfully,

Kayiranga

Dear City of Kigali,

I am following up again on my Access to Information request submitted on 10 August 2026 concerning the status of neighbourhood road projects financed through resident contributions.

On 10 August 2026 I submitted the signed official letter addressed to the Mayor, as your office requested, and your office confirmed receipt on 11 August 2026. I followed up on 21 September 2026 and have not yet received the requested information or a decision.

Under Ministerial Order No. 007/07.01/13 of 27 December 2013, the period for responding does not exceed three working days, and any extension is limited to a further fourteen working days and only with the approval of the Office of the Ombudsman. That period has long elapsed.

I would be grateful if the City of Kigali could now either provide the requested information, issue a written decision stating the legal basis for withholding any part of it, or transfer the relevant part to the appropriate institution and inform me accordingly.

Yours faithfully,
Kayiranga
